JCU senior research officer Boris Pointing, who leads a biennial audit of the network, insists funding must be maintained for regularly analysing the system or it risks losing efficiency.
Mr Pointing said the accuracy of data entry has improved significantly since the audits began and several other recommendations have also been effectively implemented.
"With the G20 summit coming up next November, there's a range of pressures on the council to make sure the infrastructure and the governance of the system are ready for that event," he said.
"And also the fact that we're a tourism-driven economy, our reputation depends on being a safe city.
"There's all this stuff going on and it would be a shame if the council lost momentum at a critical juncture."
